EDUCATION AT A GLANCE

 


Education at a Glance is the definitive guide to the state of education around the world. More than 100 charts and tables in the publication and country notes – as well as many more in the data explorer – describe the output of educational institutions; the impact of learning across countries; access, participation and progression in education; the financial resources invested in education; and teachers, the learning environment and the organisation of schools. The 2024 edition focuses on equity in education, providing indicators on gaps in educational outcomes and discussing the effect of educational attainment on labour market outcomes.

 Secondary attainment improved across most OECD countries. Educational and labour-market outcomes have improved for the young adults most at risk of falling behind. Girls and women continue to earn lower than their male counterparts, despite outperforming boys and men by most available measures, though the earnings gap is shrinking. Although many countries now recognise the importance of early childhood education in contributing to positive outcomes later in life, accessing early childhood education often still requires substantial private financial contributions that remain unaffordable for the poorest households.

EDUCATION AT A GLANCE 2022 - REGARDS SUR L'EDUCATION 2022


 Education at a Glance 2022

An important report published every year is the OECD's Education at a Glance. The report provides information on the structure, finances and performance of education systems across OECD countries and partner economies. The 2022 issue was published in October. It focused on tertiary education, looking at the rise of tertiary attainment and the associated benefits for individuals and for societies. It also considered the costs of tertiary education and how spending on education is divided across levels of government and between the state and individuals. A specific chapter was dedicated to the COVID crisis and the shift from crisis management to recovery. Two new indicators on professional development for teachers and school heads and on the profile of academic staff complemented this year's edition. To make sure readers are aware of this resource, we wanted to feature it before the end of the year. The report is available here.

 Regards sur l'éducation 2022

 Un rapport important publié chaque année est le Regards sur l'éducation de l'OCDE. Le rapport fournit des informations sur la structure, le financement et les performances des systèmes éducatifs dans les pays de l'OCDE et les économies partenaires. Le numéro 2022 a été publié en octobre. Il s'est concentré sur l'enseignement supérieur, en examinant l'augmentation du niveau d'études supérieures et les avantages associés pour les individus et pour les sociétés. Il a également examiné les coûts de l'enseignement supérieur et la manière dont les dépenses d'éducation sont réparties entre les niveaux de gouvernement et entre l'État et les individus. Un chapitre spécifique a été consacré à la crise de la COVID et au passage de la gestion de crise à la reprise. Deux nouveaux indicateurs sur le développement professionnel des enseignants et chefs d'établissement et sur le profil du personnel académique ont complété l'édition de cette année. Un informe importante que se publica cada año es Education at a Glance de la OCDE. El informe proporciona información sobre la estructura, las finanzas y el desempeño de los sistemas educativos en los países de la OCDE y las economías asociadas. El número de 2022 se publicó en octubre. Se centró en la educación terciaria, analizando el aumento de los logros terciarios y los beneficios asociados para las personas y las sociedades. También consideró los costos de la educación terciaria y cómo se divide el gasto en educación entre los niveles de gobierno y entre el estado y los individuos. Se dedicó un capítulo específico a la crisis del COVID y al paso de la gestión de crisis a la recuperación. Dos nuevos indicadores sobre el desarrollo profesional de docentes y directores de escuela y sobre el perfil del personal académico complementaron la edición de este año. OECD Indicators

Education at a Glance is the authoritative source for information on the state of education around the world. It provides data on the structure, finances and performance of education systems across OECD countries and a number of partner economies. 

More than 100 charts and tables in this publication – as well as links to much more available on the educational database – provide key information on the output of educational institutions; the impact of learning across countries; access, participation and progression in education; the financial resources invested in education; and teachers, the learning environment and the organisation of schools. 

The 2021 edition includes a focus on equity, investigating how progress through education and the associated learning and labour market outcomes are impacted by dimensions such as gender, socio-economic status, country of birth and regional location.

 A specific chapter is dedicated to Target 4.5 of the Sustainable Development Goal 4 on equity in education, providing an assessment of where OECD and partner countries stand in providing equal access to quality education at all levels. 

Two new indicators on the mechanisms and formulas used to allocate public funding to schools and on teacher attrition rate complement this year's edition.

About the book
Over the past ten years the PISA assessment has risen to strategic prominence in the international education policy discourse. Sponsored, organized and administered by the Organization for Economic Cooperation and Development (OECD), PISA seems well on its way to being institutionalized as the main engine in the global accountability regime.
The goal of this book is to problematize this development and PISA as an institution-building force in global education. It scrutinizes the role of PISA in the emerging regime of global educational governance and questions the presumption that the quality of a nation’s school system can be evaluated through a standardized assessment that is insensitive to the world’s vast cultural and institutional diversity. The book raises the question of whether PISA’s dominance in the global educational discourse runs the risk of engendering an unprecedented process of worldwide educational standardization for the sake of hitching schools more tightly to the bandwagon of economic efficiency, while sacrificing their role to prepare students for independent thinking and civic participation…..

About the Survey of Adult Skills (PIAAC)


‌The Survey of Adult Skills is an international survey conducted in 33 countries as part of the Programme for the International Assessment of Adult Competencies (PIAAC).
 It measures the key cognitive and workplace skills needed for individuals to participate in society and for economies to prosper. The first results from the Survey were released on 8th October 2013.

The evidence from this Survey will help countries better understand how education and training systems can nurture these skills. Educators, policy makers and labour economists will use this information to develop economic, education and social policies that will continue to enhance the skills of adults.‌
L'évaluation des compétences des adultes est une étude internationale menée dans 33 pays dans le cadre du Programme pour l'évaluation internationale des compétences des adultes (PIAAC). Elle mesure les facultés cognitives et les compétences dans le monde du travail qui sont estimées nécessaires afin que les individus évoluent avec succès dans la société et sont essentielles à la prospérité de l'économie. Les premiers résultats de l'évaluation des compétences des adultes ont été publiés le 8 octobre 2013.

Les résultats de cette évaluation aideront les pays à mieux comprendre comment les systèmes d'éducation et de formation permettent à ces compétences de se développer. Les éducateurs, les décideurs et les économistes du travail utiliseront ces informations pour élaborer des politiques économiques, éducatives et sociales destinées à promouvoir l’amélioration des compétences des adultes.

Foreword Governments are paying increasing attention to international comparisons as they search for effective policies that enhance individuals’ social and economic prospects, provide incentives for greater efficiency in schooling, and help to mobilise resources to meet rising demands. As part of its response, the OECD Directorate for Education devotes a major effort to the development and analysis of the quantitative, internationally comparable indicators that it publishes annually in Education at a Glance. These indicators enable educational policy makers and practitioners alike to see their education systems in light of other countries’ performance and, together with the OECD’s country policy reviews, are designed to support and review the efforts that governments are making towards policy reform.
Education at a Glance addresses the needs of a range of users, from governments seeking to learn policy lessons to academics requiring data for further analysis to the general public wanting to monitor how its country’s schools are progressing in producing world-class students. The publication examines the quality of learning outcomes, the policy levers and contextual factors that shape these outcomes, and the broader private and social returns that accrue to investments in education.
Education at a Glance is the product of a long-standing, collaborative effort between OECD governments, the experts and institutions working within the framework of the OECD’s Indicators of Education Systems (INES) programme and the OECD Secretariat. The publication was prepared by the Innovation and Measuring Progress Division of the OECD Directorate for Education with input from the Centre for Educational Research and Innovation, under the responsibility of Dirk Van Damme and J.D. LaRock, in co-operation with Etienne Albiser, Eric Charbonnier, Ji Eun Chung, Pedro Lenin Garcia de Léon, Bo Hansson, Corinne Heckmann, Estelle Herbaut, Karinne Logez, Koji Miyamoto, Gara Rojas González, Sophie Vayssettes and Jean Yip. Administrative support was provided by Rhodia Diallo and Rebecca Tessier, editing of the report was undertaken by Marilyn Achiron and J.D. LaRock, and additional advice as well as analytical and editorial support were provided by Marika Boiron, Elizabeth Del Bourgo, Joris Ranchin, Giannina Rech, Wida Rogh, JungHyun Ryu, Amy Todd, and Elisabeth Villoutreix. Production of the report was co-ordinated by Elizabeth Del Bourgo and Elisabeth Villoutreix. The development of the publication was steered by member countries through the INES Working Party and facilitated by the INES Networks. The members of the various bodies as well as the individual experts who have contributed to this publication and to OECD INES more generally are listed at the end of the book.
While much progress has been accomplished in recent years, member countries and the OECD continue to strive to strengthen the link between policy needs and the best available internationally comparable data. This presents various challenges and trade-offs. First, the indicators need to respond to educational issues that are high on national policy agendas, and where the international comparative perspective can offer important added value to what can be accomplished through national analysis and evaluation. Second, while the indicators need to be as comparable as possible, they also need to be as country-specific as is necessary to allow for historical, systemic and cultural differences between countries. Third, the indicators need to be presented in as straightforward a manner as possible, while remaining sufficiently complex to reflect multi-faceted educational realities. Fourth, there is a general desire to keep the indicator set as small as possible, but it needs to be large enough to be useful to policy makers across countries that face different educational challenges.
The OECD will continue to address these challenges vigorously and to pursue not just the development of indicators in areas where it is feasible and promising to develop data, but also to advance in areas where a considerable investment still needs to be made in conceptual work. The further development of the OECD Programme for International Student Assessment (PISA) and its extension through the OECD Programme for the International Assessment of Adult Competencies (PIAAC), as well as OECD’s Teaching and Learning International Survey (TALIS) are major efforts to this end.
